Lead Technology and Systems Coordinator (Consultant): The Lead Technology and Systems Coordinator position is a key role on the Victims Compensation Fund leadership team representing the Special Master’s office in overseeing the development and operation of the Victims Compensation Fund Claims Management System (“CMS”) and ensuring adherence to the Agile methodology.

This position is to provide support as to legal technology system requirements.

Responsibilities/Duties:
 
Working with stakeholders at all levels within the organization, including senior
leadership and executives, the individual is responsible for managing and delivering
results in the following key areas:
  • Provides daily guidance to the IBM Claims Management System (CMS) team to support the development of new capabilities and defect resolution, data analysis and reporting, and production support activities
  • Assists the CMS team in managing their overall performance in supporting the Victims Compensation Fund program and helps to resolve any roadblocks
  • Serves as a liaison between the CMS team and the VCF team to help gather requirements, troubleshoot issues, and transfer knowledge
  • Identifies opportunities to enhance overall VCF operations from both a process and technical point of view
  • Serves as a Subject Matter Expert on VCF data and reporting, working directly with the Special Master to ensure operational and management reports meet requirements, as well as requirements for Congressional and public reporting; works with the broader VCF team leads to ensure their specific reporting needs are met; identifies and analyzes trends; defines the requirements for routine and ad-hoc reports; and guides the work of the CMS Data Slicers team.
 
In addition, the Lead Technology and Systems Coordinator serves as a core member
of the VCF Transformation Team, representing the Special Master’s office in
overseeing the work of external consultants as the VCF Transformation Project
Data Migration and Decision Support Systems Lead.
 
This includes:
  • Provides guidance to the Data Migration and Decision Support workstreams to prepare for transformation
  • Identifies existing data sources to be migrated into the “to-be” solution, resolves data discrepancies in advance of go-live, and monitors that data is properly mapped in the “to-be” solution
  • Works with the transformation team to identify and design required reporting capabilities in the “to-be” solution for go-live, including existing CMS reports and ad-hoc reporting capabilities
  • Helps provide integration across transformation workstreams by identifying data-related touchpoints, including impacts to process, knowledge management, and migration
  • Leverages extensive process expertise to support VCF leadership in developing a successful transformative solution
