This is a temporary to permanent hire Service Contract Act position with an hourly pay rate of $25.90 that includes a Health and Welfare Benefit of $4.22 an hour.

Service  Contract Act, or SCA, position pay rates are determined by the U.S. Department of Labor, Wage and Hour Division.

Upon completion of six (6) months of employment, the selected candidate may expect an annual salary as a permanent full-time employee with the federal contractor.


Period of Performance: 

Date of hire through May 31,2022, potential for annual extension through May 2027
Tentative start date of December 31, 2021

40 hours per week, Monday – Friday via core hours of 8:30 a.m. – 5:00 p.m.
Core hours may change depending on the business needs of the client.
Overtime hours and travel may be required with proper authorization.

On-site, in office work operations; approval of telework at the discretion of U.S. Attorney’s Office personnel for selected candidate

Qualifications: 
 
  • *Proven excellent written and oral communication skills
  • *Requires some experience with the applications actually being supported (see duties)
  • *Knowledge of file manipulation applications and experience with LAW, IPRO, ICONECT, and Relativity, is extremely helpful
  • *Knowledge of government’s I.T. environment, including office automation networks, PC and server-based applications very helpful
  • *Undergraduate degree preferred (preferably in the computer science or information management/technology fields)
  • *Technical certification valued
  • *Working knowledge of personal computers, including Windows, document review software, and encryption methods
  • *Ability to work and interact professionally and effectively with all levels of staff.
  • *Ability to meet established deadlines
  • *Some walking, standing, bending and carrying of small office items
  • *Ability to obtain a security clearance
  • *Must be a U.S. Citizen


Preferred Qualifications:
 
  • Experience working in a government and/or litigation support environment in conjunction with basic qualifications, strongly preferred
  • Undergraduate degree preferred-preferably in computer science or related field.
  • Knowledge of litigation discovery process, and the Electronic Discovery Reference Model (EDRM) workflow
  • Current or active clearance

Responsibilities/Duties:

The Data Specialist I will be responsible for supporting the district regarding litigation support and the electronic discovery needs of the office.
Overtime and travel may be required with proper authorization.

Typical assignments include the following but not limited to:
 
  • Assist with the hands-on file manipulation, loading, and conversion services
  • Create and modify files for upload, typically into commercial-off-the-shelf, COTS, products (Audacity, Bulk Rename Utility, Microsoft Expressions, Robocopy, FTR Gold, and Camtasia Studio) and performs individual file conversion in support of electronic file processing
 
    • Receive, and process electronic files, including email files and other files in their native formats, digital image files, even load-ready data and image files; digitize audio and video tapes, conversion of audio/video files to formats applicable for production or trial presentation; process, export in specified electronic formats and load or import data into COTS products and litigation support applications.
 
    • Processing of electronic discovery will include scanning, importing electronic files, and Optical Character Recognition, OCR, of documents using ediscovery processing software; exporting electronic files to various formats and loading and updating databases.
 
  • Works with the district’s Litigation Support Specialist in modifying and manipulating files for use with COTS products and litigation support applications.
  • Perform quality assurance of all electronic file processing services.
 
  • Work with the district’s Litigation Support Manager to ensure that incoming productions are made pursuant to the applicable Electronically Stored Information, ESI, specifications and when deficiencies are found, provides Litigation Support Manager with detailed notice of deficiencies.
 
  • Ensure that all exports for productions are made pursuant to applicable ESI specifications and/or the requirement of the requesting party or USAO personnel using the guidelines established by Litigation Support Manager.
  • Performs other miscellaneous tasks.

The above-mentioned duties may be performed as single functions or in combination with one another.
