This is a supervisory position while providing e-Discovery litigation support (document review, electronic file processing/ loading) with legal technology software applications such as Relativity, iCONECT, iPRO, Encase, et cetra.

Upon completion of six (6) months of employment, the selected candidate can expect an annual salary of $85,000 as a permanent full-time employee with the federal contractor.

Date of Hire through May 31, 2022, with potential for annual extensions

Project Supervisor
Qualifications: 

At least two (2) years of progressively more responsible experience on major litigation support projects, including at least one year of supervisory experience, including proven capabilities and communication skills to successfully interact with clients and attorneys.
 
  • Demonstrated ability to oversee and coordinate numerous complex and time-critical litigation support activities simultaneously, including technical/data processing support and eDiscovery activities.
  • Requires in-depth knowledge of litigation support; excellent writing skills; and excellent oral communication skills.
  • Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing needs.
  • Requires hands-on familiarity with the government's office and network environment, including but not limited to, data processing environments, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications, such as Oracle, Relativity or other document review platforms.
  • Familiarity with eDiscovery tools and knowledge of eDiscovery procedures and resources required.
  • Should be an expert user of the government's office and network environment, including but not limited to, word processing, spreadsheet, imaging, and hardware systems.
 
  • Familiarity with ESI tools and knowledge of eDiscovery procedures and resources required.
  • Undergraduate degree required.
  • Technical certification, or other pertinent graduate degree preferred.
  • Substantial significant experience may in some cases be substituted for degree requirement.

Data Specialist II
Qualifications:
  • Must have strong knowledge of litigation support data loading, file conversion and manipulation for loading to various database platforms
  • Has experience with the litigation discovery process, including the EDRM workflow
  • Requires experience with Relativity, LAW and IPRO processing or similar tools
  • Expertise working with computers and a strong understanding of hardware components
  • Attention to detail is vital
  • Flexible with schedule and able to work extra hours when requested
  • Undergraduate degree; preferably IT related
  • Strong writing and verbal skills
  • Comfortable working in a fast paced, sometimes stressful environment
  • Ability to estimate time required for a given task
 
  • Requires knowledge of litigation discovery process, and the Electronic Discovery Reference Model (EDRM) workflow. Knowledge of government’s IT environment, including office automation networks, PC and server-based applications preferred
  • At least two (2) years of experience performing eDiscovery roles including but not limited to electronic files processing (EFP), image and data file conversion, data culling using review tools, quality assurance, database loads and retrieval, and data analysis
  • Undergraduate degree preferred-preferably in computer science or related field.
 

Preferred Qualifications:

Project Supervisor
Responsibilities/Duties:

To serve in the role of supervisor of the litigation support team consisting of 3 Data Specialist II, 2 Data Specialist I, and 2 Document Management Analyst I positions while also completing tasks of a Data Specialist II.
 
  • Use advanced knowledge of eDiscovery processes, industry best practices, and data intake, processing and loading technologies, to provide exceptional service to customer clients and case teams.
  • Works under the direction of the Project Manager and assists in the management of the staffing and tasks handled by the EPC.
  • Is responsible for working closely with ATR Case Managers on task requirements.
  • Serves as the technical lead for electronic files processing, including managing the development of specialized scripts and documentation of processing procedures.
 
  • Has the flexibility to juggle task loads, which often requires supervising/working on multiple matters simultaneously.
  • Edits and prepares large load files for updating to Relativity.
  • Prepares outgoing discovery production deliverables per ATR Case Manager requests.
  • Assists with the hiring and training of new EPC-specific contract staff.
  • Participates in case specific status calls.
  • Troubleshoots loading and software utility issues as required.
 
  • Logs, tracks, and assigns tasks received in ATR’s Case Media and Tracking System database (CMTS).
  • Performs quality control checks on the data loaded by new and junior EFS staff.
  • Is highly knowledgeable and experienced in working with litigation software, including LAW and Relativity.
  • Is very familiar with Relativity database structure, Relativity loading protocols and procedures, exporting functions, and database maintenance.
  • Is very experienced in working with LAW and Pre-Discovery, including electronic document processing from ingestion of native files through the exporting of load files.
  • Possesses strong skills for assessing data productions from parties to determine if compliance with ATR production specifications has been met.
 
Data Specialist II
Responsibilities and Duties:

Assists with creating and updating document processing procedures as needed
• Modifies load files and performs quality control on loaded data quickly and accurately
• Runs multiple load streams simultaneously
• Performs native file processing in LAW
• Exports data from Relativity to create load files for other various platforms as requested by Case Manager
• Performs data conversion processing, including conversions of various document types
• Performs special format data conversions and file manipulation requests
• Handles quality control on load files and Relativity data loads and exports
• Performs advanced requests, such as creating data exports for productions and performing quality control on files, and complicated overlays or appends, privilege claw-backs, and sequestration of documents
• Performs quality control to confirm accuracy on loads completed by new Data Specialists
• Provides hands-on training to other Data Specialist as needed
• Performs basic Relativity searching and global updates to mark and/or tag records as requested; to include confirming record counts in Save Searches and Image redactions prior to creating exports for production
• Clearly and accurately discusses data inconsistencies found with Project Manager, Project Supervisor, as well as the Case Manager when necessary
• Assists on calls relating to data load file formats or media encryption software with Case Manager and other IT individuals as requested

In recent years, the Division has aggressively pursued far-reaching criminal cartel activity and important civil matters while reviewing a large number of pre-merger filings, many involving complex issues and global conglomerates. By protecting competition across industries and geographic borders, the Division’s work serves as a catalyst for economic efficiency and growth with benefits accruing to both American
consumers and American businesses.

The Information Systems Support Group (ISSG) is responsible for providing computer hardware and software systems and support to the entire Division. Within ISSG, the Litigation Support Section (LSS) is charged with the support and management of all aspects related to a case investigation or litigation. The DC Litigation Support Section (LSS) of the Antitrust Division has an urgent need to fill eleven technical and administrative positions to provide support to our very busy Electronic Processing Center (EPC). The EPC manages all the production data that comes into and goes out of the Division.

The Data Specialists, which currently comprise of approximately 15 staff, handles a mixture of tasks, which include: processing data using LAW, regularly loading large volumes of production data, running exports from the database for creating discovery party productions, downloading files from our file sharing tool, JEFS, and performing quality control on load and export files to ensure accuracy. LSS is requesting eight (8) additional staff to fill this role.

The work performed in the EPC is crucial to our legal teams and the overall success of their investigations. In order for the staff to perform proper document review, the data must be processed and loaded to Relativity as quickly and accurately as possible. The EPC is a very fast-paced environment, often receiving tight court mandated deadlines, therefore, candidates must possess the ability to multi-task and work in a high stress environment.
